The award winners are selected by an EACC committee from a pool of student nominees. The students were nominated for the award by teachers from their school for their dedication to academics, improvement and positive behavior.
The award was established by the EACC as a memorial to Ruth Ann Hall, who had a 20-year career as a teacher in Charles County. Hall, a former EACC president, was a recipient of the Washington Postís Agnes Meyer Outstanding Teacher of the Year award in 1986, when she was a teacher at Mt. Hope/Nanjemoy Elementary School. Additionally, Hall also taught at Daniel of St. Thomas Jenifer Elementary School and Mattawoman Middle School.
The EACC established the annual award specifically for middle school students because Mattawoman was Hallís last teaching assignment.
