Local Navy Contract Awards


WASHINGTON - The U.S. Department of Defense this week announced the following contract awards that pertain to local Navy activities.

Lockheed Martin Corp., St. Paul, Minn., is being awarded a $31,600,000 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-04-D-0082) for the Fiscal Year 2008 procurement of P-3 Update II.5 Anti-Surface Warfare (ASuW) Improvement Program (AIP) A-Kits, B-Kits, and installations. Work will be performed in Greenville, S.C. (85 percent) and Clearwater, Fla. (15 percent), and is expected to be completed in September 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $26,759,994 modification to a previously awarded firm-fixed-priced contract (N00019-03-C-0055) to exercise an option for the manufacture, test and delivery of 20 Reconfigurable Transportable Consolidated Automated Support Systems (RTCASS) for the U.S. Navy and 11 Self Maintenance and Test/Calibration Interface Devices (SMAT/CAL ID) for the U.S. Navy, (10) and the U.S. Air Force (1). Work will be performed in North Reading, Mass. (60 percent) and St. Louis, Mo. (40 percent), and is expected to be completed in August 2009. Contract funds in the amount of $2,575,177 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

BAE Systems Technology Solutions & Services, Inc., Rockville, Md., is being awarded a $21,759,737 modification to a previously awarded cost-plus-fixed-fee contract (N00421-07-C-0013) to exercise an option for approximately 342,000 hours of engineering and technical services in support of the Naval Air Warfare Center Aircraft Division's Special Communications Requirements Division's Command, Control, Communications, Computers and Intelligence (C4I) Communications-Electronics Program. Work will be performed in California, Md. (80 percent), and St. Inigoes, Md. (20 percent), and is expected to be completed in October 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

Nomad Aviation, Hilo, Hawaii, is being awarded a $20,455,066 indefinite-delivery requirements contract (includes a $9,265,419 base year and an $11,189,646 option being exercised at time of award) for the procurement of "A" and "B" avionics upgrade installation kits, installation effort, and wing rewire effort in support of the T-44 aircraft. The base year includes the procurement of nine each "A" and "B" kits, two kit installations, two wing rewires, spare parts, conditional maintenance, engineering support and technical data. The option being exercised is for the procurement of eight each "A" and "B" kits, 14 kit installations, 14 wing rewires, spare parts, conditional maintenance, engineering support and technical data. Work will be performed in Sanford, Fla., with the base year requirements being completed in December 2007 and the option efforts expected to be completed in September 2008. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured under an electronic request for proposals as a 100 percent small business set-aside; seven proposals were received. BAE Systems Information and Electronic Systems Integration, Inc., Greenlawn, N.Y., is being awarded a $10,713,100 firm-fixed-price modification to a previously awarded indefinite-delivery, indefinite-quantity contract (N00019-05-D-0027) for the procurement of 249 AN/APX-118 common digital transponders for the U.S. Army (242) and U.S. Navy (7); 5 AN/APX-123 common digital transponders for the U.S. Army (4) and U.S. Navy (1); 231 C-12664/APX remote control units for the U.S. Army; 53 MT-7221/APX mounts for the U.S. Navy; 5 C-12720 Mode 5 capable remote control units for the U.S. Navy; 26 signal processors for the U.S. Army; 28 single board computers for the U.S. Army; 39 E-HRE crypto units for the U.S. Army; and 18 receiver/transmitters for the U.S. Army. Work will be performed in Greenlawn, N.Y., and is expected to be completed in August 2009. Contract funds will not expire at the end of the current fiscal year. This contract combines purchases for the U.S. Navy ($528,029; 5 percent) and the U.S. Army ($10,185,071; 95 percent). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Global Technical Systems, Virginia Beach, Va., is being awarded a $47,951,100 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity completion contract to provide development and manufacturing support for Airborne and Ground Sensor Systems and related Avionics Sensor Systems, Control Systems and interfaces for the United States Special Operations Command (USSOCOM) and Department of Defense (DoD). Work will be performed in Avon Park, Fla., and is expected to be completed by September 2012. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and advertised via the Internet, with one offer received. The Naval Surface Warfare Center, Indian Head Division, Indian Head, Md., is the contracting activity. (N00174-07-D-0021)

L-3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded a $40,444,366 modification to a previously awarded indefinite-delivery requirements contract (N00019-04-D-0131) to exercise an option for contractor logistics support services for T-2, T-39, and H-3 aircraft. Work will be performed in Pensacola, Fla. (99 percent) and Corpus Christi, Texas (1 percent) and is expected to be completed in September 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

L-3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded a $39,176,160 modification to a previously awarded indefinite-delivery requirements contract (N00019-05-D-0023) to exercise an option for logistics support for TH-57B/TH-57C aircraft. Work will be performed at Naval Air Station (NAS) Whiting Field, Milton, Fla. (99 percent) and NAS Patuxent River, Md. (1 percent), and is expected to be completed in September 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Orbital Sciences Corp., Launch Systems Group, Chandler, Ariz., is being awarded a $37,918,268 modification to a previously awarded fixed-price-incentive-fee contract (N00019-07-C-0031) for the procurement of 13 GQM-163A supersonic sea skimming vehicles, including support equipment, spare parts, technical data, and technical assistance. Work will be performed in Chandler, Ariz. (25 percent); Camden, Ark. (25 percent); Sacramento, Calif. (20 percent); Dulles, Va. (5 percent); Ft. Walton Beach, Fla. (5 percent); Lancaster, Pa. (5 percent); Vergennes, Vt. (5 percent); Gainesville, Va. (5 percent), South Bend, Ind. (3 percent); and Indian Head, Md. (2 percent), and is expected to be completed in March 2010. Contract funds in the amount of $1,021,000 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $14,391,987 modification to the previously awarded firm-fixed-price contract (N00019-04-C-0014). This modification provides for incorporation of Engineering Change Proposal 6251 to convert eight Lot 31 F/A-18F aircraft to EA-18G aircraft. Work will be performed in St. Louis, Mo. (77 percent), El Segundo, Calif. (19 percent), and Mesa, Ariz. (4 percent), and is expected to be completed in September 2009. Contract funds will not expire at the end of the current fiscal year. BAE Systems Technology Solutions and Services, Rockville, Md., is being awarded a $10,500,000 modification to a previously awarded cost-plus-award-fee, indefinite-delivery, indefinite-quantity contract (N00421-06-D-0038) for the manufacture of 13 P-3 Special Structural Inspection airframe kits. This effort entails production of Emergency Rate Initial Production quantities of end item component parts, including engineering, analytical and manufacturing efforts in support of the Aging Aircraft Program. Work will be performed in St. Louis, Mo. (56 percent); Rockville, Md. (24 percent); and Brea, Calif (20 percent) and is expected to be completed in September 2009. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md. is the contracting activity.

MBDA Inc., Westlake Village, Calif., is being awarded a $6,572,070 firm-fixed-price contract for a Phase I study and analysis of the Affordable Weapons System, and will include developing innovative solutions for mission requirements for the sea-based land attack and strike mission, operating from ships, with potential sea-based Naval, Navy/Marine Corps and Maritime aircraft launch capability. Work will be performed in Westlake Village, Calif., and is expected to be completed in September 2008. Contract funds in the amount of $3,718,791 will expire at the end of the current fiscal year. This contract was competitively procured via Broad Agency Announcement. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-07-C-0072).

L-3 Communications Titan Corp., San Diego, Calif., is being awarded a $5,764,175 firm-fixed-price contract for a Phase I study and analysis of the Affordable Weapons System, and will include developing innovative solutions for mission requirements for the sea-based land attack and strike mission, operating from ships, with potential sea-based Naval, Navy/Marine Corps and Maritime aircraft launch capability. Work will be performed in San Diego, Calif., and is expected to be completed in September 2008. Contract funds in the amount of $5,764,175 will expire at the end of the current fiscal year. This contract was competitively procured via Broad Agency Announcement. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-07-C-0071).

Booz Allen Hamilton, Inc., Mclean, Va., is being awarded a $5,508,311 modification to a previously awarded cost-plus-fixed-fee contract (N00421-06-C-0002) to exercise an option for systems engineering and support services in support of the Identification Systems Division. The estimated level of effort for this option is 98,000 man-hours. Work will be performed in St. Inigoes, Md., and is expected to be completed in September 2008. The Boeing Co., St. Louis, Mo., is being awarded a $16,000,000 modification to a previously awarded firm-fixed-price contract (N00019-05-C-0045) to provide follow-on persistent Intelligence, Surveillance, Reconnaissance (ISR) Unmanned Aerial Vehicle (UAV) services. The services currently being performed are in direct support of Operation Iraqi Freedom (OIF) and the Global War on Terror (GWOT). Work will be performed in St. Louis, Mo., and is expected to be completed in September 2008. Contract funds in the amount of $16,000,000 will expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $14,497,633 cost-plus-incentive-fee modification to a previously awarded cost-plus-award-fee contract (N00019-03-C-0057) for the supplier productionization non-recurring efforts for E-2D Advanced Hawkeye Pilot Production Aircraft. Work will be performed in Syracuse, N.Y., (56.42 percent); Menlo Park, Calif., (23.25 percent); various locations across the United States, (11.23 percent); and Bethpage, N.Y., (9.1 percent) and is expected to be completed in December 2008. Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $10,035,822 cost-plus-incentive-fee modification to a previously awarded cost-plus-award-fee contract (N00019-03-C-0057) for the procurement of E-2D Advanced Hawkeye Prime Mission Equipment for E-2D Trainer requirements. Work will be performed in Marlborough, Mass., (39 percent); Woodland Hills, Calif., (36.7 percent); Owego, N.Y., (12 percent); Bethpage, N.Y., (9.7 percent); Baltimore, Md., (1.6 percent); and Sylmar, Calif., (1 percent) and is expected to be completed in July 2009. McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $9,988,860 order against a previously issued Basic Ordering Agreement (N00019-05-G-0026) for the integration and test support for the Turkish Peace Onyx III F-16 Integration and Test Program for the Government of Turkey under the Foreign Military Sales Program. Work will be performed in St. Louis, Mo. and is expected to be completed in December 2010. Contract funds will not expire at the end of the current fiscal year. Advanced Engineering and Sciences, Junction, Md., is being awarded a $9,897,052, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for 400 Transmitter Countermeasure AN/PLT-6448-V2 Jammer D Tool Set, Citadel and 400 spare kits. Work will be performed in Annapolis Junction, Md., and is expected to be completed by June 2008. Contract funds in the amount of $9,897,052, will expire at the end of the current fiscal year. Pegasus Global Strategic Solutions, LLC, Reston, Va., is being awarded a $6,903,614 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide retro-fit of 100 Jukebox jammers and provide engineering and technical support for the 1,001 Jukebox systems currently fielded under the Counter-Radio-Controlled Improvised Electronic Warfare (CREW) system. Contractor will provide field service representatives; provide depot services, repair parts, system troubleshooting, and electronic repair. Work will be performed in Iraq and Afghanistan, and is expected to be completed by June 2008. Contract funds in the amount of $6,903,614, will expire at the end of the current fiscal year.
