MSP Reports for Calvert County


PRINCE FREDERICK, Md. (Oct. 10, 2008) - The Prince Frederick Barrack of the Maryland State Police (MSP) today released the following incident and arrest reports.

14TH ANNUAL POLICE & COMMUNITY UNITED TOGETHER DAY: On Saturday, October 18, 2008 from 10:00 am to 2:00 pm, the Maryland State Police and the Calvert County Sheriff's Office will host the 14th Annual Police & Community United Together Day. This event is being held at the Maryland State Police, 210 Main Street, Prince Frederick. The event will have child safety seat checkpoints, bicycle rodeo, barrack tours, antique police vehicles, hearing/vision tests, k-9 demonstrations, martial arts demonstrations, and several other events. This is a family event so please make an effort to join us. Mark your calendars for October 18th, 2008 at 10:00 am to 2:00 pm. We look forward to seeing everyone there!

POSSESSION OF PCP: On 9/29/08 @ 5:41 pm, Trooper R. Lewis responded to MD Route 4 south of Old Field Road in Prince Frederick for the report of a motor vehicle crash. One vehicle had failed to stop and fled the scene. The fleeing vehicle was located and the operator, Heather Marie Finstad, 22, of Prince Frederick, was placed under arrest. A search incident to Ms. Finstad's arrest revealed a glass vial which contained suspected PCP. Ms. Finstad was arrested for driving under the influence. She was taken to the Prince Frederick MSP Barrack for processing, and was later transported to the Calvert County Detention Center to await a hearing with the District Court Commissioner.

ILLEGAL DRUGS: On 10/4/08 @ 3:08 am, CPL E. White stopped a 2002 Pontiac Grand Prix for crossing the center line, in the area of MD Route 260 @ Horace Ward Road in Owings. CPL White approached the vehicle and immediately detected the odor of marijuana emitting from the vehicle. The operator, Nicholas Michael DeGren, 19, of Chesapeake Beach, was asked to exit the vehicle. Search incident to DeGren's arrest revealed that the suspect was in possession of suspected CDS (marijuana). DeGren was arrested for DUI, and was taken to the Prince Frederick MSP Barrack for processing. DeGren was then taken to the Calvert County Detention Center to await a hearing with the District Court Commissioner.

ILLEGAL DRUGS: On 10/4/08 @ 6:20 pm, TFC C. Dawson stopped a Ford Explorerin the area of MD Route 2/4 @ the Navy Recreation Center, Solomons. The vehicle was stopped for exceeding the posted speed limit. TFC Dawson approached the vehicle and the operator quickly identified herself as Lori Lynn Puglisi, 35, of Baldwin, Md. Ms. Puglisi advised TFC Dawson that she did not have her license in her possession. Further investigation revealed that Ms. Puglisi did not have a valid driver's license anywhere in the United States. A search incident to her arrest revealed a brown medicine type bottle with suspected marijuana. Ms. Puglisi was arrested and taken to the Prince Frederick MSP Barrack for processing. Ms. Puglisi was then incarcerated in the Calvert County Detention Center.

THEFT: On 10/5/08, Trooper D. Saucerman responded to a residence on Mt. Harmony Lane, in Owings, for the report of a theft. Upon Trooper Saucerman's arrival it was learned that unknown suspect/s/ had drained heating oil from the victim's underground tank. The investigation is continuing. Anyone with information regarding this theft is asked to contact Trooper D. Saucerman at the Prince Frederick Barrack at 410-535-1400 or 301-855-1975. All tips are confidential.

ILLEGAL DRUGS, FUGITIVE FROM JUSTICE: On 10/6/08 @ 11:37 pm, Trooper K. Donaldson was on patrol on MD Route 260 @ F Street in North Beach when he observed a red Pontiac traveling westbound with a head lamp out. Trooper Donaldson intiated a traffic stop, made contact with the driver, and identified the driver as Mary Robin Kosmas, age 43, from Severn, Md. A local and nationwide check was conducted which indicated that Ms. Kosmas was wanted by the State of Florida. A search incident to her arrest revealed a schedule II prescription drug, Adderall; which Ms. Kosmas did not have a prescription for. Ms. Kosmas was subsequently arrested and transported to the Prince Frederick Barrack where she was charged with possession of CDS and fugitive out of state. Ms. Kosmas was then taken to the Calvert County Detention Center pending a hearing with the District Court Judge regarding her fugitive warrant.
