Local Navy Contract Awards


WASHINGTON (Sept. 3, 2013)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

Alutiiq 3SG LLC, Anchorage, Alaska, is being awarded a $13,560,933 modification to previously awarded contract (N00174-10-C-0056) to provide electronic security systems support to the National Guard Bureau and other governmental agencies. This requirement will support the upgrade of electronic security systems (ESS) support services at Army National Guard facilities and Armed Forces Reserve Center, and the Department of Homeland Security by providing threat, vulnerability and risk assessments, site surveys, design and engineering, procurement, installation, integration, testing, training and documentation, ESS follow-on/certification training, ESS follow-on technical and maintenance support, and, ESS program management and administrative support services. Work will be performed in Anchorage, Alaska, and is expected to be completed by August 2014. Fiscal 2013 Operations and Maintenance, Army funding in the amount of $2,381,501 will be obligated at the time of award and will expire at the end of the current fiscal year. Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Md., is the contracting activity.

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Conn., is being awarded an advance acquisition contract with an estimated value of $69,604,842 for long-lead components, parts and materials associated with the Low Rate Initial Production (LRIP) Lot VIII of 19 F135 Conventional Take Off and Landing (CTOL) propulsion systems for the Air Force; six Short Take-off and Vertical Landing (STOVL) propulsion systems for the Marine Corps; and four Carrier Variant propulsion systems for the Navy. In addition, this contract provides for long lead components, parts and materials associated with LRIP Lot VII of four F135 CTOL propulsion systems for Italy; four STOVL propulsion systems for the United Kingdom; and two CTOL propulsions systems for Norway. Work will be performed in East Hartford, Conn. (67 percent); Bristol, United Kingdom (16.5 percent); and Indianapolis, Ind. (16.5 percent), and is expected to be completed in September 2016. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1). This contract combines purchases for the Air Force ($39,200,000; 56 percent); the Navy/Marine Corps ($7,809,842; 11 percent); and the governments of United Kingdom; ($10,026,000; 14 percent); Italy ($8,087,000; 12 percent); and Norway ($4,482,000; 7 percent). Fiscal 2013 Aircraft Procurement, Air Force, fiscal 2013 Aircraft Procurement Navy and International Partner Funding contract in the amount of $69,604,842 will be obligated at the time of award, of which $47,009,842 will expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $34,558,999 cost-plus-fixed-fee, firm-fixed-price contract for the delivery, installation, and testing of four French E-2C Identification Friend or Foe Mode 5/Mode S interrogator and transponder units (three aircraft install units and one spare install unit) for the government of France under the Foreign Military Sales (FMS) program. This contract includes non-recurring engineering for the developmental lab work, integration lab testing, software modifications, technical data, training, and post installation ground and flight testing support, kits, and associated hardware for aircraft integration. Work will be performed in Bethpage, N.Y. (57 percent); Beaver Creek, Ohio (33 percent); Cuers, France (3.4 percent); Norfolk, Va. (3.3 percent); and St. Augustine, Fla.(3.3 percent), and is expected to be completed in December 2018. FMS contract funds in the amount of $34,558,999 are being obligated on this award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-4. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-2023).

Northrop Grumman Corp., Integrated Systems; Bethpage, N.Y., is being awarded a $31,354,312 modification to a previously awarded firm-fixed-price contract (N00019-12-C-0063) for non-recurring engineering for the Full Rate Production Lot 1 E-2D Advanced Hawkeye Program. Work will be performed in Syracuse, N.Y. (29.88 percent); St. Augustine, Fla. (24.38 percent); Bethpage, N.Y. (12.64 percent); Greenlawn, N.Y. (10.21 percent); Woodland Hills, Calif. (8.2 percent); El Segundo, Cal. (6.99 percent); Menlo Park, Calif. (4.5 percent); and various locations within the United States (3.2 percent). The work is expected to be completed in September 2016. Fiscal 2013 Aircraft Procurement, Navy contract funds in the amount of $31,354,312 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $15,506,798 firm-fixed-priced contract to conduct a proof of concept trade study for the design, build, test, and evaluation of an advanced high gain ultra high frequency electronically scanned array in support of the E-2D Advanced Hawkeye Program. Work will be performed in Kapolei, Hawaii (66 percent); Bethpage, N.Y. (26 percent); and Stockton, Calif. (8 percent); and is expected to be completed in November 2015. Fiscal 2012 and 2013 Research, Development, Test & Evaluation, Navy contract funds in the amount of $15,506,798 are being obligated on this award, $6,999,000 of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity (N00019-13-C-2025).

General Electric Aviation Systems LLC, Vandalia, Ohio, is being awarded a $12,420,832 firm-fixed-price delivery order (EF02) against a previously issued basic ordering agreement (SPM4A1-09-G-0003) for the procurement of 4,812 Generator Converter Unit, Hybrid Silicon Controlled Rectifiers for the F/A-18 aircraft. Work will be performed in Vandalia, Ohio and is expected to be completed in March 2016. Fiscal 2012 and 2013 Aircraft Procurement Navy contract funds in the amount of $12,420,832 are being obligated at time of award, none of which will expire at the end of the current fiscal year. BAE Systems Information and Electronic Systems Integration, Greenlawn, N.Y., is being awarded an $8,539,660 modification to a previously awarded firm-fixed-price contract (N00019-12-C-2011) to exercise an option for the procurement and repair of Common Identification Friend or Foe Digital Transponder hardware for the U.S. Army, U.S. Navy, and the governments of Canada, Taiwan, South Korea and United Arab Emirates (UAE). This contract combines purchases for the U.S. Army ($4,656,256; 54.5 percent); U.S. Navy ($2,308,244; 27 percent); and the governments of Taiwan ($747,096; 8.8 percent); South Korea ($501,974; 5.9 percent); UAE ($319,803; 3.7 percent); and Canada ($6,287; 0.1 percent) under the Foreign Military Sales (FMS) Program. Work will be performed in Greenlawn, N.Y., and is expected to be completed in November 2015. Raytheon Co., Missile Systems, Tucson, Ariz., is being awarded a $7,447,316 modification to a previously awarded firm-fixed-price, fixed-price-incentive-firm target contract (N00019-11-C-0001) to exercise options to procure additional Lot 13 AIM-9X missiles for the U.S. Air Force. This effort includes 14 special air training missiles; five all up round containers; two captive test missiles; two guidance unit containers, and three sub assemblies. Work will be performed in Tucson, Ariz. (43.74 percent); Andover, Mass. (10.08 percent); Valencia, Calif. (6.10 percent); Midland, Ontario, Canada (5.54 percent); Rocket Center, W.V. (5.49 percent); Vancouver, Wash. (5.07 percent); Goleta, Calif. (2.86 percent); Cheshire, Conn. (2.05 percent); Heilbronn, DE, Germany (1.88 percent); Simsbury, Conn. (1.61 percent); Cincinnati, Ohio (1.22 percent); San Jose, Calif. (1.48 percent); Anniston, Ala. (1.31 percent); Maniago, Italy (1.21 percent); Chatsworth, Calif. (1.11 percent); San Diego, Calif. (1.04 percent); Montgomery, Ala. (.60 percent); Orlando, Fla. (.55 percent); Valencia, Calif. (.53 percent); Newbury Park, Calif. (.50 percent); El Segundo, Calif. (.50 percent); Claremont, Calif. Maritime Helicopter Support Co., Trevose, Pa., is being awarded a $170,449,998 modification against a previously awarded firm-fixed-price contract (N00019-13-C-4000) for the Through Life Support Phase II for the Royal Australian Navy MH-60 Romeo aircraft under the Foreign Military Sales (FMS) program. This effort includes squadron administrative management of aircraft and support equipment inventory; data and aircraft inventory reporting; supply chain management and the conduct of depot level Phased Maintenance Interval events. Work will be performed in Yerriyong, New South Wales, Australia (73 percent); Owego, N.Y. (15 percent); and Stratford, Conn. (12 percent); and is expected to be completed in December 2019. FMS funds in the amount of $170,449,998 are being obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

GE Aviation Systems LLC., Grand Rapids, Mich., is being awarded a $25,085,841 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for the Low-Rate Initial Production of up to 190 AV-8B Radar Display Computers, 15 spare card sets, six engineering development units and non-recurring engineering support. Work will be performed in Clearwater, Fla. (80 percent), and Grand Rapids, Mich. (20 percent), and is expected to be completed in April 2016. No funds are being obligated at time of award. Funds will be obligated against individual delivery orders as they are issued. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-D-0018).

IAP World Services, Inc., Cape Canaveral, Fla., is being awarded an $11,500,000 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N40080-13-D-3003) to extend the contract completion date for base operating support services at Naval Air Station Patuxent River; Webster Outlying Field; and Solomons Recreation Center. The work to be performed provides for base operating services including all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary to provide facility, refuse collection, swimming pools, wastewater, water and environmental maintenance services. The total contract amount after award of this modification will be $29,682,868. Work will be performed in Patuxent River, Md. (91 percent); Solomons, Md. (5 percent); St. Inigoes, Md. (2 percent) and Point Lookout, Md. (2 percent). This extension period is from September 2013 to January 2014. Fiscal 2013 Defense Working Capital Funds, Defense; Fiscal 2013 Defense Health Program, Defense; Fiscal 2013 Operation and Maintenance, Navy; and Fiscal 2013 Non-Appropriated Funds contract funds in the $1,889,281 are obligated on this award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Washington, Public Works Department, Patuxent River, Md., is the contracting activity.

Bell Boeing Joint Project Office, Amarillo, Texas, is being awarded an $8,906,715 cost-plus-fixed fee, firm-fixed-price contract for ten V-22 Block A to B 50-69 series upgrade kits and ten V-22 Block A- to B 50-69 series installs. Work will be performed in Philadelphia, Pa. (60 percent), and Fort Worth, Texas (40 percent), and is expected to be completed in May 2015. Fiscal 2013 Operations & Maintenance, Navy contract funds in the amount of $8,906,715 will be obligated at time of award, none of which will expire at the end of the current fiscal year.
