Local Navy Contract Awards


USN LogoWASHINGTON (Sept. 25, 2014)—The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities or contractors.

Aviation Systems Engineering Co., Lexington Park, Maryland, is being awarded an $8,565,330 modification (P00010) to a previously awarded contract (N00189-11-D-Z040) to exercise option three to extend the term of the contract for technical, analytical, administrative and material support services to Air Test and Evaluation Squadron One (VX1) in support of the test mission of commander, Operational Test and Evaluation Force. The contractor will be required to provide support services to test and analyze Navy aircraft. With the exercise of this option, the total contract value will be $31,703,616. Work will be performed in Patuxent River, Maryland, and is expected to be completed by Oct. 5, 2015. No funds are being obligated at the time of award and will not expire before the end of the current fiscal year. Funds will be obligated on individual task orders issued against the contract. The contract was competitively procured via Navy Electronic Commerce Online website, with two offers received in response to the solicitation. The NAVSUP Fleet Logistics Center, Norfolk, Contracting Department, Philadelphia, Pennsylvania, is the contracting activity.

Raytheon Co., Tucson, Arizona, is being awarded a $251,133,201 firm-fixed-price contract for the procurement of 231 Tomahawk Block IV All-Up-Round missiles for the U.S. Navy (147 vertical launch systems and 64 capsule launch systems) and the United Kingdom (20 torpedo tube launch systems). Work will be performed in Tucson, Arizona (32 percent); Camden, Arkansas (11 percent); Ogden, Utah (8 percent); Anniston, Alabama (4 percent); Minneapolis, Minnesota (4 percent); Glenrothes, Scotland (4 percent); Ft. Wayne, Indiana (4 percent); Spanish Fork, Utah (3 percent); Ontario, California (3 percent); Vergennes, Vermont (3 percent); El Segundo, California (2 percent); Berryville, Arkansas (2 percent); Westminster, Colorado (2 percent); Middletown, Connecticut (2 percent); Walled Lake, Michigan (2 percent); Huntsville, Alabama (1 percent); Dallas, Texas (1 percent); Farmington, New Mexico (0.2 percent); and various locations inside and outside the continental United States (11.8 percent); work is expected to be completed in August 2016. Fiscal 2013 and 2014 weapons procurement (Navy) funds, and foreign military sales funds in the amount of $251,133,201, are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract combines purchase for the U.S. Navy ($224,536,361; 89.4 percent) and the United Kingdom ($26,596,840; 10.6 percent) under the foreign military sales program. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-14-C-0075).

Sikorsky Support Services, Inc., Stratford, Connecticut, is being awarded a $19,144,382 modification to a previously awarded indefinite-delivery requirements contract (N00019-14-D-0003) for organizational, intermediate, depot-level maintenance for T-34 and T-44 aircraft, and organization and intermediate maintenance for T-6 aircraft. In addition, this modification provides for logistics support, including labor, services, facilities, equipment, tools, related support equipment, direct and indirect material to support 36 T-34s, 54 T-44s, 42 T-6As, and 207 T-6B aircraft, based primarily at the Naval Air Station Corpus Christi, Texas; Naval Air Station Whiting Field, Florida; and Naval Air Station Pensacola, Florida. Work will be performed in Corpus Christi, Texas (50 percent); Whiting Field, Florida (39 percent); Pensacola, Florida (8 percent); and various sites within the continental United States (3 percent), and is expected to be completed in December 2014. Contract funds will not be obligated at time of award. Funding will be obligated upon issuance of task orders. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Wyle Laboratories, Inc., Huntsville, Alabama, is being awarded a $16,563,175 modification to a previously awarded cost-plus-fixed-fee contract (N00421-13-C-0032) to exercise option for operational services in support of the Naval Test Wing (NTW) squadrons to include aircrew. This option ensures completion of mission, essential testing, and evaluation for all manned air vehicles for which the NTW has operational responsibility. Work will be performed at the Naval Air Station, Patuxent River, Maryland (94 percent); Naval Air Station Point Mugu, California (5 percent); and Naval Air Station China Lake, California (1 percent), and is expected to be completed in September 2015. Fiscal 2014 working capital funds (Navy) in the amount of $8,450,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, is being awarded a $13,967,277 firm-fixed-price, cost-reimbursement, indefinite-delivery/indefinite-quantity contract for organizational, selected intermediate, and limited depot level maintenance and logistics support services for the F/A-18A/B/C/D/E/F, EA-18G, MH-60S, F-16A/B, and E-2C aircraft, in support of the Naval Strike and Air Warfare Center. Work will be performed in Naval Air Station Fallon, Nevada, and is expected to be completed in September 2015. Fiscal 2014 operations and maintenance (Navy) funds in the amount of $13,967,277 will be obligated at time of award, all of which will expire at the end of the current year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-14-D-0037).

L-3 Fuzing and Ordnance Systems, Cincinnati, Ohio, is being awarded a $13,195,067 firm-fixed-price contract for FMU-139 C/B electronic bomb fuze and accessories, and a first article test and physical configuration audit. This includes 250 FMU 139C/B electronic bomb fuzes (6 pack) and 4,415 FMU 139 C/B electronic bomb fuzes (9 pack). Work will be performed in Cincinnati, Ohio (65 percent), and Orlando, Florida (35 percent), and is expected to be completed in March 2017. Fiscal 2013 and 2014 overseas contingency operations, procurement ammunition (Navy-Marine Corps) funds in the amount of $13,195,067 are being obligated on this award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via an electronic request for proposals; two offers were received. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-14-C-0073).

Raytheon Co., El Segundo, California, is being awarded a $40,950,000 firm-fixed-price delivery order against a previously issued Basic Ordering Agreement (N00019-10-G-0006) for the procurement of 15 AN/APG-79 Active Electronically Scanned Array Radar Systems in support of the F/A-18 E/F aircraft. Work will be performed in Forest, Mississippi (50 percent); Andover, Massachusetts (30 percent); and El Segundo, California (20 percent); and is expected to be completed in November 2016. Fiscal 2012 and 2014 aircraft procurement (Navy) funds in the amount of $40,950,000 are being obligated on this award, $10,920,000 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Sechan Electronics Inc., Lititz, Pennsylvania, is being awarded a $24,313,902 indefinite-delivery/indefinite-quantity contract utilizing firm-fixed-price orders for production hardware for Ship Self-Defense System (SSDS) Mk2 production hardware. The scope includes hardware production, assembly, configuration, alignment, integration, testing and shipping of the SSDS hardware. Work will be performed in Lititz, Pennsylvania, and is expected to be completed by September 2017. Fiscal 2014 other procurement (Navy) funding in the amount of $609,565 will be obligated at the time of award. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured as a small business set-aside via Federal Business Opportunities, with two offers received. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia, is the contracting activity. (N00178-14-D-3048)

Leidos Inc., McLean, Virginia, is being awarded a $17,478,965 modification to previously awarded indefinite-delivery/indefinite-quantity contract (N00174-13-D-0011) for the procurement of additional Future Radiographic Systems (FRS), depot-level repair parts and engineering support. The FRS systems provide military services with a portable system that provides real-time downrange imaging capability. FRS assists explosive ordnance disposal technicians in analyzing and determining the condition of a device or munitions. Work will be performed in San Diego, California, and is expected to complete in September 2016. Fiscal 2014 other procurement (Air Forces) and fiscal 2014 other procurement (Navy) funding in the amount of $6,881,820 will be obligated at time of award. Contract funds will not expire at the end of the current fiscal year. The Naval Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity (N00174-13-D-0011).

Raytheon Co., Electronic Warfare Systems, Goleta, California, is being awarded a $9,414,000 firm-fixed-price delivery order against a previously issued Basic Ordering Agreement (N00019-10-G-0006) for the procurement of 226 ALE-50 Bravo T3F launchers for U.S. Navy F/A-18 E/F aircraft. Work will be performed in Forest, Mississippi (70 percent), and Goleta, California (30 percent), and is expected to be completed in October 2017. Fiscal 2013 aircraft procurement (Navy) funds in the amount of $9,414,000 are being obligated on this award, none of which will expire at the end of the current fiscal year. Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $60,000,000 modification to the previously awarded Lot IX F-35 Lightening II Joint Strike Fighter advance acquisition contract (N00019-14-C-0002) to procure long lead parts, materials and components in support of the procurement of four additional F-35A Air Systems for the government of Japan under the Foreign Military Sales program. Work will be performed in Fort Worth, Texas, and is expected to be completed in February 2015. Foreign military sales funds in the amount of $60,000,000 are being obligated on this award, none of which will expire at the end of the current fiscal year. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $24,868,359 modification to the previously awarded F-35 Lightning II Low Rate Initial Production (LRIP) Lot VI contract (N00019-11-C-0083). This modification is to realign and increase concurrency funding for post-production concurrency changes to LRIP Lot VI aircraft. Work will be performed in Fort Worth, Texas, and is expected to be completed in November 2016. Fiscal 2012 aircraft procurement (Navy, Marine Corps, and Air Force) funds in the amount of $24,868,359 will be obligated at time of award, all of which will expire at the end of the current fiscal year. The Boeing Co., St. Louis, Missouri, is being awarded a $9,428,782 delivery order (0211) against a previously issued Basic Ordering Agreement (N00019-11-G-0001) for engineering and logistics support services to improve F/A-18A-F and E/A-18G readiness, expand Interactive Electronic Technical Manual/Structural Repair Manual work packages, and maintenance planning. Work will be performed in St. Louis, Missouri, and is expected to be completed in September 2015. Fiscal 2014 operations and maintenance (Navy) funds in the amount of $9,428,782 will be obligated at time of award, all of which will expire at the end of the current fiscal year. The Boeing Co., Jacksonville, Florida, is being awarded an $8,793,486 firm-fixed-price, cost-plus-fixed-fee modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-14-D-0001) to exercise an option for depot-level service life extension and remanufacturing activities, including associated maintenance support and sustainment capabilities, in support of the F/A-18E/F aircraft. Work will be performed in Jacksonville, Florida (92 percent), and St. Louis, Missouri, (8 percent), and is expected to be completed in September 2015. No funds are being obligated at time of award; funds will be obligated on individual delivery orders as they are issued.
