Hardhead Refuses to Sign for Traffic Citation, Ends up Under Arrest


On Dec. 23 at 8:39 a.m., Officer K. Martinez conducted a traffic stop on a vehicle on Mattawoman Beantown Road in Waldorf because the vehicle was not properly displaying its rear tag. Officer Martinez issued the driver, William Howard Archer, 40, of Waldorf, a citation for failing to properly display the tag but Archer refused to sign the citation, which motorists are required by law to do to acknowledge receipt of a citation. After giving Archer the opportunity to sign the citation, Archer continued to refuse and was subsequently arrested. He was charged with failing to sign a traffic citation and was released from the Charles County Detention Center on personal recognizance.
