MSP Reports for Calvert County


PRINCE FREDERICK, Md. (November 29, 2007)- The Prince Frederick Barrack of the Maryland State Police (MSP) today released the following incident and arrest reports.

HANDGUN VIOLATION: On Nov. 21, 11:30 PM, Rt. 2/4, Prince Frederick, TPR Donaldson stopped a vehicle for a traffic violation. The operator, Michael David Fleming, 36, of Hughesville, was subsequently arrested for DUI. Incident to arrest, a loaded .357 revolver was recovered from the vehicle. Mr. Fleming was then charged with possessing a concealed dangerous weapon. After processing, he was transported to the CCDC to await a commissioner’s hearing.

POSSESSION OF COCAINE: On Nov. 22, 10:10 PM, Clay Hammond Rd., Prince Frederick, TPR Roy stopped a vehicle that had been involved in a hit and run accident which had occurred at Rt. 2/4 @ Rt. 231, Prince Frederick. The operator, Mark Ward Salvagni, 46, of Lusby, requested to exit the vehicle. After being instructed to stand at the rear of the vehicle, TPR Roy observed him throw something onto the ground. The item, a keychain with a plastic container attached, was recovered. Inside the container was suspected cocaine residue and a razorblade. The victim from the hit and run arrived on the scene and identified Mr. Salvagni’s vehicle as the striking vehicle. Mr. Salvagni was placed under arrest for possession of cocaine, possession of paraphernalia, DUI, and numerous traffic violations. After processing, he was transported to the CCDC to await a commissioner’s hearing.

POSSESSION OF MARIJUANA: On Nov. 22, 11:35 PM, Rt. 4, Dunkirk, TPR Donaldson initiated a traffic stop on a vehicle that had stopped in the middle of the roadway. A computer check of the operator, Onterio Andre Tripp, 31, of Washington, DC, revealed that he had no driver’s license. Mr. Tripp was subsequently arrested for DUI. Incident to arrest, a baggie of suspected marijuana was located in the vehicle. He was then charged with possession of marijuana and CDS paraphernalia. After processing, he was transported to the CCDC to await a commissioner’s hearing.

POSSESSION OF MARIJUANA: On Nov. 27, 6:45 PM, Rt. 2/4, Solomons, TPR Chirichella stopped a vehicle for an equipment violation. Upon contact with the operator, Paul Michael Hermiston, 29, of Lusby, TPR Chirichella detected the odor of suspected marijuana. A search was conducted and a baggie of suspected marijuana and CDS paraphernalia were recovered from the vehicle. Mr. Hermiston was placed under arrest at that time for possession of marijuana and CDS paraphernalia. After processing, he was transported to the CCDC to await a commissioner’s hearing.

POSSESSION OF COCAINE: On Nov. 28, 12:27 AM, Rt. 231, Barstow, TPR Donaldson stopped a vehicle for a traffic violation. A computer check revealed that the operator, Lawrence Alfred Rollins, 28, of Lothian, was driving on a suspended/revoked license. Incident to arrest, suspected cocaine residue and CDS paraphernalia were recovered from the vehicle. Mr. Rollins and a passenger in the vehicle, Jessica English Riffe, 23, of Lothian, were both charged with possession of cocaine and CDS paraphernalia. After processing, they were transported to the CCDC to await a commissioner’s hearing.
