Local Navy Contract Awards


WASHINGTON (May 11, 2010) - The U.S. Department of Defense recently announced the following contract awards that pertain to local Navy activities.

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Conn., is being awarded an advance acquisition contract with an estimated value of $138,800,000 for long lead components, parts and materials associated with the Lot V low rate initial production of 22 F135 conventional take off and landing propulsion systems for the Air Force; 13 short take-off and vertical landing propulsion systems for the Marine Corps; and 7 carrier variant propulsion systems for the Navy. Work will be performed in East Hartford, Conn. (70 percent); Bristol, United Kingdom (19 percent); and Indianapolis, Ind. (11 percent), and is expected to be completed in April 2011. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines purchases for the Air Force ($51,300,000; 37 percent); Marine Corps ($65,600,000; 47 percent); and Navy ($21,900,000; 16 percent). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0005).

Booz Allen Hamilton, Inc., McLean, Va., is being awarded a $23,517,593 modification to a previously awarded cost-plus-fixed-fee contract (N00421-09-C-0016) to provide for additional technical and engineering services for communications-electronics advanced technology systems supporting the Naval Air Warfare Center Aircraft Division's Special Communications Requirements Division. The estimated level of effort for this modification is 336,000 man-hours. Work will be performed in Lexington Park, Md. (70 percent), and St. Inigoes, Md. (30 percent), and is expected to be completed in January 2011. Contract funds will not expire at the end of the fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md. is the contracting activity.

IAP-Leopardo Construction, Inc., Columbus, Ohio, is being awarded a $14,152,620 firm-fixed price contract for design and construction of two child development centers at Naval Air Station Patuxent River. The first will be a new one-story facility to support 302 children. It will include activity rooms for infants to children up to five years in age. In addition, this facility will support the supervising and administrative staff and will include administrative areas, support spaces, restrooms, kitchen, food storage, laundry, and reception/control area. The second is for construction of a new one-story facility addition to match the first. This facility will be designed for a maximum of 74 infants to children up to three years in age. Demolition of Building 434 is included in this project. Work will be performed in Patuxent River, Md., and is expected to be completed by November 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online Web site, with 19 proposals received. The Naval Facilities Engineering Command, Washington, Washington, D.C., is the contracting activity (N40080-10-C-0155).

L-3 Communications Vertex Aerospace, LLC, Madison, Miss., is being awarded a $14,000,000 ceiling-priced undefinitized contract action (UCA) to provide aircraft maintenance and logistics services in support of the Navy's T-34 and T-44 aircraft. Services to be provided include aircraft maintenance and logistics support, including labor, equipment, tools, and material. Work will be performed at the Naval Air Station (NAS) Whiting Field, Fla. (50 percent) and NAS Corpus Christi, Texas (50 percent), and is expected to be completed in November 2010. Contract funds in the amount of $6,860,000 will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-2. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-10-C-0051).

CACI Systems, Inc., Chantilly, Va., was awarded May 10 a $28,864,223 modification to a previously awarded cost-plus-fixed-fee contract (N00421-06-C-0074) to provide for additional technical and engineering services in support of the Naval Air Warfare Center Aircraft Division's Special Communications Requirements Division. The estimated level of effort for this modification is 336,000 man-hours. Work will be performed in Lexington Park, Md. (80 percent), and Saint Inigoes, Md. (20 percent), and is expected to be completed in March 2011. Contract funds will not expire at the end of the fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md. is the contracting activity.

Rockwell Collins, Inc., Cedar Rapids, Iowa, was awarded May 10 an $11,047,202 modification to a previously awarded firm-fixed-priced contract (N00019-09-C-0069) to exercise an option for the procurement of AN/ARC-210(V) electronic radios and ancillary equipment for the EA-18G, F/A-18E/F, F-16 Block 40, and U.S. European Command aircraft. Equipment being procured includes 40 RT-1556B receiver transmitters; 144 RT-1851A(C) receiver transmitters; and 143 MT-4935 mounting bases. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in December 2011. Contract funds in the amount of $1,030,752 will expire at the end of the current fiscal year. This contract combines purchases for the Navy ($1,768,320; 16 percent); Air Force ($9,212,346; 83.4 percent); and Army ($66,536; 0.6 percent). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
