Evans Appointed as Director of Community Services for Chas. Co.

LA PLATA, Md. (Nov. 3, 2016)—Charles County Administrator Michael D. Mallinoff, Esq., ICMA-CM announced the appointment of Haywood W. Evans as director of the Department of Community Services. Evans will begin his employment with Charles County Government on Monday, Nov. 28.

As director of Community Services, Evans will be responsible for planning, organizing, and providing services for county residents, including aging/senior citizen services; federally subsidized and non-subsidized housing; loan and housing rehabilitation programs; general federal and state multipurpose grants administration; and county-wide child care services contract management.

Evans brings to the county more than 20 years of experience in progressive human services for non-profit and state government sectors. Most recently, Evans was the regional director of the Department of Health and Mental Hygiene in Baltimore, Maryland. He managed community- based services, local and state budgets, supervised senior-level personnel, ensured program compliance with federal and state guidelines, and reviewed and approved funding plans.

"I welcome Mr. Evans to Charles County. His experience, expertise, and leadership will help the Department of Community Services complete its transition following the reorganization," said Mallinoff. "I am confident he will be a positive addition to our leadership team."

Evans' prior work experience includes serving as program manager for Work Force Development, Goodwill Industries in Fredrick, Maryland; district manager for Prince George's Department of Social Services; and executive director at Grafton School, Inc. in Rockville, Maryland.

"Joining the Charles County Department of Community Services aligns nicely with my philosophy in supporting others and I look forward to working with staff to achieve positive outcomes," said Evans. "I'm excited to serve the residents of Charles County."

Evans holds a Bachelor of Science degree in special populations/recreation from Greensboro College in North Carolina.
